It appears that MFM, RLL, ESDI could all be low level formatted but once IDE and EIDE came along I was told, originally, that any attempt to low level format IDE or EIDE would destroy the drive permanently. I have since read of people doing a 'supposed' low level format using manufacturer supplied software but have also been told that this is an emulation and not a real low level format as was done on earlier drive types.
