The method is quite simple. 
You lurk in all the conferences and newsgroups where your potential 
clients are.
For my work, editing WinHelp files I cover:
newsgroups:
alt.hypertext
alt.writing
comp.os.ms-windows.programmer.winhelp
misc.jobs.(various)

Compuserve conferences:
GO:WINSDK winhelp/tools
GO:WORK various conferences, writing,editing,wp&dtp, virtual 
corporations etc.
I also cover a number of local, Fido and some BBSs that have 
forums for VB and MSAccess developers and programmers.

I am looking at these places for people complaining about how to edit 
WinHelp files, a good many people work with the RTF files which are a 
pain. I assess what they are saying from the point of view of:
How likely is it that they need my professional help?

I would send out about 6 email per week to such people and spend an 
hour a day reading and looking.
All responses are carefully considered for either private EMail, 
or through the conference or newsgroup. As a general rule if you want 
to ask directly for work it is private.

Lots of nibbles, and I have done some quotes including one for a 
non-fiction scientific text, but nothing yet. 
I did get some work where my knowledge of this area was a strong 
selling point in my favour of getting the job.

What do you do? Can you adapt this method to suit your situations?
Some types of work are poorly represented at the moment.
Also:
One of my favorite ways to get a mention on these various fora is to 
get two of your friends (it helps is their addresses don't look like 
each others or yours) to ask Dorothy Dixers about services/products 
etc in front of your target audience. Software houses have been doing 
it for ages. Can't do it too often though; I have seen it backfire, 
and no I haven't done it.
