I import scans from my HP Scanjet IIc all the time, and in some cases first
retouch them with a bitmap editor.
One thing you have to watch is that the TIFF format is not standardized, and
that TIFs written by some programs will be imported into WP 5.1 without
difficulty, whereas ones written by others will not be read.
The TIFs directly from my Scanjet are read just fine, but if I retouch them
with IPPlus (older Windows bitmap editor), I have to convert the files to PCX
format before WP 5.1 will import them; the TIFs written by IPPlus are not
recognized by WP 5.1. In fact, the PCX format gives you smaller files than
the corresponding TIFs, and is thus in my eyes the bitmap graphics format of
choice for importing into WP 5.1 (except, of course, if you can directly
convert to WPG format, which programs like PMView for OS/2 can).
