Why not?
The rest of us don't owe a _subsidy_ to those who are (already) known to
be unhealthy at the time they first get a policy...and that's exactly what
charging everyone the same, whether they are a person with AIDS or not, would
be. (It would be like selling fire insurance to cover a home that already
burned)
