They are just like the normal apis, but require an extra
"signature" (or password, if you like) parameter, to prevent
any code that doesn't know the password from using the file handles.
It's useful for a DLL that is trying to make sure the EXE's that use it
can't do i/o to the files it opens.
The full explanation is in the 2.1 or 3.0 toolkit ("Control Program
Reference"), which you can get dirty cheap on the DevCon cdrom.
