  There's always the Procedures Language/2 REXX reference, which is one
  of the (many) books included the OS/2 Online Book Collection CD-ROM.
  It's a superset of the REXX reference that is included in WARP.

  The Online Book Collection CD-ROM is part number 53G2166 and the REXX
  reference is 10G6268 (if you are mad enough to want it separately).
  The part numbers are correct to the best of my knowledge, but check
  when ordering.  They may have changed since I bought mine.

  If you want a REXX tutorial, look elsewhere.  The above is a REXX
  *reference*.
