"-3" is the parameter.  What happens to make you think it isn't working?

Mine reports itself as "Mozilla 3.0 (OS/2, I)"

The OS/2 plug-in package should be available from wherever you picked up 
Netscape/2.  To make Win3.1 plug-ins work with NS/2 you need Warp v4 or Warp 
3 with fixpack 26 or higher.
