YOu see, it's a problem created by 1930's era philosophy about
blindness and blind folks.  I've read more books about the philosophy
of so-called social work and "work with the poor and disabled" and
they all tell me the same thing.  The idea was that things are done to
or for the poor and disabled, but never by.
Hence we have Javitts Wagner ODay and RAndolph Shepard.  Of the two,
the latter was based on a more valid premise.  Still, by their very
nature, they fall far short of the mark.

This is the hub of my belief in libertarian ideas.  I can do a better
job of advocating for myself than any agency can for me.  An agency
can, if it exists and does what it should, help me with the high cost
of assistive technology, help me get materials I need in accessible
formats, etc.  THey cannot, though, advocate successfully for me when
it comes to any kind of meaningful employment or life.  I must take
that responsibility for myself.

There again, a good agency which does what it should should help me
find and receive proper training, help me overcome the additional
hurdles created by my blindness, but should then stand out of the way
at let me succede or fail on my own.  Its not for them to do all the
work for me.
