Another question for all of our LEOS: (Actually 2)
You observe a car full of teenagers commit an infraction.  (Your choice
as to seriousness).  They refuse to stop.  How do you as the individual
officer....according to your local procedures and your own instincts 
and values determine when to chase; and for how far and how 
long.........how fast?
You are in pursuit of a vehicle operated by a known mental 
incomptetent. (unarmed)  How far,long,fast do you pursue and once you
get him stopped do you apply the standard thresholds for use of deadly
force when a perceived threat to officer safety exists?
