I am in Canada but I doubt there is anywhere left in North America that isn't
connected somehow.
In may part of the world people don't know what a dial up modem is anymore.
There may be a few die-hards left using modems but they are few and far
between.
The situation where you are may be different but I couldn't say.

Of course you can, and you can connect whereever you like for files or
echoes. I connect with quite a few nodes to exchange mail and files.
