The law is a prohibition against phone conversations, not against 
requencies.
You could not effectively write a law against any specific frequency (well 
actually I guess you could.. but it would be very unwise and thats why it is 
rarely done.  Frequencies change drastically over time, even the 
cellular/mobile frequencies have changed significantly in just 20 years. In 
additon theirs tons of legitimate signals in the cordless phone range, so 
thats one reason why a frequency cant be prohibited.   When writing any law
it is much better (depending on whos side your on) to make a blanet 
decleration rather than to get specific. If you get specific, their will 
always be many people who can rip the law to shreds by finding loopholes and 
tricks..  So simply stating  "illegal to listen to phones in general" is much 
more effective than saying "its illegal to listn to XYZ MHz").

Quite frankly, anyone who asks questions lke that scares me. And 
unfortunately, that question has been asked a million times over, that
is why this country is screwed up so badly.   Having a device that is capable
of something is far different than commiting an actual crime, and the 
distinction MUST be made between the two or the concept of freedom is lost.
Thats like saying ALL computers would have to be banned because they can be 
used to "hack", thats like saying all speech should be banned (or partly) 
because somebody might god forbiod actually  learn something and then 
use that knowledge for crime.. Why not ban all cars so not only as to avoid 
people from going over the speed limit,  but heck save a couple hundred 
thousand lives by avoiding drunk driving all together.
