They do it because it works - often enough!

My wife's aunt paid them about $450 using her Visa number via PayPal. After realizing
it was a scam, she contacted both Visa and PayPal - PayPal told her that if
she had been scammed about a physical product they would have offered a
refund, but not for a 'service'... Visa, however, refunded the money.
