  Good synopsis of the changes -- such a message should accompany the
  proposal when it is sent to the IC for distribution of the RCs for
  ratification.

  Especially important is the comment on section 8.7.  We do not want
  someone to vote against the proposal because they think that we are
  making some change to the procedure for impeachment of a sitting ZC.
