meeting their objectives for local delivery but even the
Postal Service Board of Governors has begun to question why
they are not giving more emphasis to meeting their own
standards for non-local deliveries.  (Supposed to be either
two days or three days, depending on geographic location from
the point of mailing, but a quite considerable number of
letters are taking longer than that.)
