Everyone would have to check their own state laws on this. It may not be
uniform across the country.
This is getting off the subject of the echo - but it does point out that
rules for scanners/phones/etc. may vary from place to place. Your Wisconsin
rules may not be reflected in Minnesota, or in the Provences of Canada or the
countries of Europe. It would be best to check locally!
