Hi Don,

Of course that's restricting the maximum FAT-AU to 32KB.  Windoze NT had 
[has?] the capability of using 64KB allocation units, and hence a max 
FAT16 partition size of 4GB.

 Average wasted space on those highly inefficient 64KB blocks was 32KB, 
compared to 256 bytes with HPFS/NTFS!
