I suggest two things.  First, buy a copy of the "1998 Passport to World Band
Radio".  It costs $20 and is a great introduction to shortwave listening and
it contains reviews of almost all the sets in your budget.  It also has a 
ood
guide to what stations are available to listen to once you get your set.
Second, take a look at the equipment reviews at http://www.rnw.nl/
These two sources should give you almost all the information you need to
make an informed choice.
