Cellular One in Alabama offers several schemes to do this, including
call forawarding to another cellular activation.
The simple way to avoid the legal m*n*p*ly exercised by the cellular
companies is to start changing ESN's. There used to be a cottage
industry of persons whom would provide this service to legal owners of
cell phones after going through a bunch of legal mumbo-jumbo style paper
work.
With the unfortunate "celling out" of our government, this is no
longer legal as I understand it.
Must be why all the persons whom used to do this are not doing it at
this time.This leaves a large vacum of demand, & no legal supply.

It appears that a person can no longer hire this done by some one who
probably at least sort of knows what they are doing, but now to fill
the demand, bunches of persons will probably attempt to purchase the
materials from the above mentioned website (whether it is a "sting"
operation or not). at least some, once they have modified their own
equipment will then drift into actvities which not only may not be
legal, but are actually "wrong" (actually injurous to others, as
opposed to simply maximizing the utilisation of services they have
allready paid for in full)
Just a mixture of facts & oppinions, & perhaps a few falacies I have
