No -- the RCs elected the sitting Z1C.  There were not any other
candidates considered.

The RCs voted unanimously for the current Z1C to remain in her position,
no further election needed.

In my mind, that counts as an election since the RCs are the only ones
who are allowed to vote for the Z1C.
