No, DOS does (these days?) I thought exactly as Paul did but I was
testing my new Exec unit at the weekend and wanted to see what DOS
did for comparison. Created testexec.exe and testexec.bat and no
testexec.com.

TESTEXEC     runs testexec.exe
TESTEXEC.EXE runs testexec.exe
TESTEXEC.BAT runs testexec.bat
TESTEXEC.COM "Bad command or file name"

When did they change this????
