Press passes are issued to allow members of the press into areas where 
the general public is not allowed, such as disaster scenes. It is not so 
much permisssion as a form of credentialling, which tells officers that 
the bearer is a legitimate member of the working press, and not some 
whacker just there to get his jollies.
