subject: felony vs routine stop

CH>Got a question for all the LEOS. As you know, when you make a routine
  >stop, it is customary to walk up the driver's or passenger door using
  >appropriate caution. This is not a problem for the average driver.
  >However, when you are making a felony stop on John Q. Citizen who
  >doesn't quite know what's going on how do you handle it to maintain
  >officer safety and proper handling of the subject? Any tips? What
  >I mean is that the average citizen gets kind of shook up when he is
  >the subject of a felony stop. The career criminal on the other hand
  >can get dangerous.
Good question Charles... and while the LEO's are at it, I'd be
interested in learning the difference in a felony stop and a routine (is
that the correct terminology?) stop.
If it is John Q. Citizen involved, what would prompt the LEO to make
it a felony stop instead of otherwise?
