Although it is fully a 16bit os/2 compiler,  Watcom (for this version) did
not ship the 16bit OS/2 header files or libraries.  You'll need an old 1.x
toolkit (from MS/IBM),  or MSC 6,  or latest DevCon cdrom (#5),which has
the IBM 1.3 toolkit on it.
