Essentially that is correct, it's completely useless for any commercial
person wanting to make their own product, hence the commercial person needs
to start from scratch. Theoretically it would be possible for the
commercial vendor to use it, so long as they were happy to make the source
code available, and allow everyone else to use it for free. I can't
imagine how you would get any customers though!

If the original version was PD, then the original version will STILL remain
free, no matter who starts using it. E.g. the "Devil Dialer"
that I wrote is PD, but a couple of people have used it as the basis of a
