The 3 is usually the last ditch attempt by the modem to salvage a dying 
connection.  As for the other, I can't really help.  I'm still running the 
-25 beta (I didn't realize they'd actually released a "real" one).  You might 
have the lines checked by the phone company, or see if they're making any 
major changes in your area.
