Hi Chief,  
I  don't think that county  property falls under that law, but here in 
Arizona wee have a little Randolf Shepherd act which does cover county 
facilities as well as city and state ones.  I remember of one particular time 
we almost went to court over a facility in a large county building that they 
wanted to farm out to an outside service.  It didn't go to that outside  
group.  A blind guy did get it and did a great job with it.  He paid taxes on 
about 70 thousand a year.
