There is _NO_ way to do a physical reset on a standard PC via software.
The PC has three types of reset.  Warm reboot, cold reboot, and full
press the reset button or flip the power reset.
The difference between cold rebooting and full physical rebooting is
that a cold reboot doesn't actually reset the hardware.  In most cases,
that may not matter.  But in some, it can.  For example, if the keyboard
controller screws up, doing a cold reboot isn't going to help.  Only an
actual press of the reset switch will reset it.
