Open cage assemblies aren't common, because there are fractional errors introduced
which reduces efficiency and increases burnup in the assembly. Siemans, the maker
of most assemblies in Europe, uses closed cage assemblies of different
types, depending upon the plant.

I'm unaware of any current usage of those assemblies.
