Download is the path that it will read files.bbs from (unless you specify a 
different location. check out the docs or top of filearea.ctl to see how), 
download files from, and look for files listed in files.bbs.
Upload is the path all files that are uploaded while in that area go to.
I thougth that it defaulted to the area specified in download if there wasn't 
an upload tho....
