I think it meant something to him at the time he wrote it, but like all poetry it can be read many ways and the first thought is lost. "Chevvy to the levy" is just a meaningless rhyme, but it evokes a feeling of the South and summer. This is what I mean by "stringing words together." Riders on the Storm is the same... a simple thought expanded with the help of heroin and marijuana into something close to poetry.
