If I remember right then is difference quite simple. Both calls open a file.
But, if you open it protected only you ( the application that opened the file)
have access to it. Therefore you should use the protect calls only, if you 
want to update a file or when you want to read the file and wont allow 
another programm to update it while you're reading or writing. But remember 
to end the protected callas soon as possible again.
