What's the difference between, say, DosOpen and RH> DosProtectOpen? If I remember right then is difference quite simple. Both calls open a file. But, if you open it protected only you ( the application that opened the file) have access to it. Therefore you should use the protect calls only, if you want to update a file or when you want to read the file and wont allow another programm to update it while you're reading or writing.
