But EP1 doesn't appear to to be a fidonet document. I'm not saying it's bad,
I don't know since I have never had a good look at it. In the introduction to
EP1 it states that it applies to Z1 backbone conferences, then goes on to say
that changes may only be made by a simple majority vote of the *C's, and only
citizens of countrys belonging to Z2 may vote!

I don't think that bird will fly, do you see what I mean?
