In my township, you can wire your own house, but I don't think you can do any 
electrical work for others if you're unlicensed. This is a local issue in 
most cases, with the larger cities generally being more fussy, and rural 
areas being pretty lax.
License or not, it's best to know what you're doing when you tackle 
electrical stuff. :-)
