Correct. But the fact that about 100% of the people frequenting this and
other conferences, Usenet groups etc. understand English is.

No. If your culture is worth the effort (and I believe it is) of
keeping it alive, abusing a C++ conference for this purpose isn't
necessary.
I'm Swiss. One of our four official languages is spoken by a few
thousand people (I'm not among them), split up into at least six
dialects. Writing messages in this language here wouldn't help the
language. It would just be stupid because nobody would be able to
reply.
