Because it's a holiday the rest of the world doesn't observe.  The World
Trade Center was to a large extent exactly that.  With Labor Day on a
Thursday, just about everyone took the Friday of and many the whole week.
Thus there was a HUGE backlog of work to deal with.

Also the timing - when all but two of the escalators were set to
"up" to get as many people in as quickly as possible and it was
difficult to get out.
