Hi Jan,
Dennis has proposed a wire wheel on a drill or grinder.   I tried a wire 
wheel on my variable speed drill and it worked.  But it also removed some of 
that natural texture looks of concrete ... but it is still functional ... 
just not as eye appealing to me.
