That's the way it is in the state of Oregon. I can't say anything
about the part concerning crossing state lines but I can tell you it
is legal to record any phone conversation as long as one of the
parties involved is a participant in the call.
Laws are funny though. Recently here in Portland, Police accidently
stumbled on a Tanning Salon owner who had hidden cameras set up to
video tape clients undressing to get an "all over tan". Much to
everyone's surprise (including the culprit) this was not illegal to
do with out consent. The police ended up looking through the videos
in hopes of finding to people in the same booth area or different
booths talking to each other. Then and only then, would they have
something they could arrest someone for.
Civil laws are a little different, and I am happy to say the owner
of the Tanning Salon, has over twenty women suing him. My guess is
that they will probably win, although the paper reports the guy has
few assets and no insurance.
