A policy written by a handful of Z1RCs as can clearly be seen:
1. RCs does not, unlike a ZC or an NC, route netmail.
2. The RCs select the ZCs *and* appoint the NCs.
3. Only the RCs can change our policy.
4. RCs has node numbers that are not logical from a technical POV.
How's that for the perfect dictatorship? The generals are running the
fidonet world -- controlling both presidents/PMs and LEAs.
