  Jeez! Don't do that!

  At the very least, save *all* the ini files, and the pif files, 
and all the dll files in c:\windows and c:\windows\system both ... or
you'll have to restore the whole bloody thing.

  Either progman.exe is corrupt, or win.ini or system.ini is stuffed.
If you reinstall wfwg, it'll leave them untouched. You'll have to delete 
progman.exe and unpack the original from the floppies using expand.exe.

  If this doesn't work, Windows should have saved an old version of 
win.ini and system.ini as win.bak and system.old. If they're not too 
old, you can swap them and see what happens.

  Those grp files should be in the directory.
  My guess is that progman.exe is corrupt. Replace it.
