As stated in a previous message, felony vehicle stop procedures might not be
used with this scenario. You either do or don't have reasonable grounds to do
a felony vehicle stop. The procedure can be stopped or modified for the right
reasons at any time. The key to the situation would still be, "do you have
reasonable grounds to make a felony vehicle stop, and do those reasonable
grounds continue to exist as the scenario unfolds?" If so, the proper
procedures should be used, and "tricks of the trade" might be viewed as
officer safety violations. If at any time reasonable grounds no longer exist
for a felony vehicle stop, the tactics used by the officers should change
dramatically. I fully understand your focus for the question. An officer's
appropriate answer should be reasonable grounds for the procedures used, and
this would be for the safety of all involved.
