Yes, when that particular entry code is quoted, he gets some money for having
caused someone else to call that number and pay the cost of the phone call.
Sort of a kickback from the phone company, presumably the one in the Seychelles

This is an absolutely classic pyramid marketing scheme, explicitly illegal in
every state of Australia as far as I know. It certainly is in the main ones.

In the strictest sense you are personally liable for having been involved too.
