I'm the moderator of Homeschool.   Technical distribution issues, though, are
not directly under my jurisdiction.   Those are handled by the individual
sysops of the boards that carry the echo, of whom I am only one of several
thousand.    If you're having trouble with messages either coming in or going
out in the echo, I would suggest that you contact first your sysop and then 
if 
needed the Net Echo Coordinator (NEC) of the Fido net to which your board
belongs.    There may be a problem somewhere upstream.
