NEISS? I pressume you mean the New Enterprise Incentive Scheme?

The whole point of that is to get people off the dole into jobs.

All that happens is they provide you with some training then contiune your
dole payments for 12 months while you set up your business.

I don't see why you shouldn't qualify?
