GP~No, but they did create the monster(IF, in fact, he IS a monster (his

I think he was a monster and a terrorist long before the USA got
ahold of him.  They just backed him in a fight that they wanted fought
a while back and that gave him the tools to later be a better terrorist.
From what I've heard he's hated the USA from day 1. He used them when
it was in his interests and then attacked them when it suited him.

GP~If the ex-military explosives' expert learned that he was on a
  ~liquidation list, he might well attack those who were planning to
  ~terminate him! (maybe because he "knows too much"?)

Were all those people in the twin towers trying to kill him?
If he wants the military he should go after the military.
There is never any excuse for killing civilians to get back
at a government.
