Exactly the type of situation I was referring to. But in this case, if
no special circumstances (age, senility, etc.) intervene there is no
problem using normal procedure and explaining why it was used after you
determined he was the real owner. But what about the 70 year old
grandma and grandpa (who maybe shouldn't even be on the road) who
doesn't understand why all of this armed force is being used and why he
was pulled over.......................and who goes into a cardiac event
because of the excitement? How do you head that off while maintaining
officer safety?
