Picard was assimilated because had information the Borg needed and he 
wouldn't have given it to them otherwise. However, since Borg soldiers tend 
not to remeber anything of former lives, he was made one of the ruling class, 
who have some individuality.
(It's later revealed in ST:FC that there was another reason he was made a 
ruling class Borg, but the above is sufficient answer.)

I'm not so sure. Most of the Borg inconsistencies I've noticed have been in 
VOY, and that's getting something of a reputation for ignoring previous 
continuity in general anyway.
