And who would make sure that after 12 years or so the one in charge hasn't
slowly changed that system so that he's in fact a dictator? In other words,
how do you make a system in where the one in charge can't change that
system?

(oh and don't forget that Hitler for example was actually voted into power
in a pretty democratic country, so it's not like that's a rock solid plan)
