AFAIK the sources for the BIDS and OWL classes do not something Borland C++ specific. OWL is platform dependant (Windows) but from a language point of view it is just C++ as proposed by the ANSI committee. The BIDS classes are after all only template based containers, and I do not think they rely on a borland specific language extension. The only specific things I saw were modifiers like _export, but they are localised in a define which can be easily changed (I guess you could even define a macro that expands that in the correct form (to nothing for instance)).
