This has happened many times to me. I use LVM to create a large
bootable compatable primary partition, it sets it up as FAT16. Windows
formats it at fat16, then complains it isn't gonna work. It's really
amazing it will format all 39 gigs, then scandisk will say the size
doesn't match.

MaxBlast gives the choice of low level format and quick low level
format. The first writes the entire drive with zeros, then I could come
back the next day it should be ready. The quick format writes 0s to the
first 300 megs and the last 100 megs. Took only a couple minutes. I had
to do it the first time since LVM claimed it had a corrupt partition
table and would not work.

I did this and it still would not work. I have a feeling there's a
problem with the size of it. Well, I may give up and use air-boot.

I also have Ghost 5.1D. It seems to be able to image any partition
(win,hpfs,linux, haven't tested JFS) on my 40 gig drive, but won't run
on the 80 gig, complains about the ->1023 cylinders.
