Getting generators spun back up, and in sync, and online is NOT just
throwing a switch, or pulling start cord. One story I heard was that they
were going to use the power sources from northern Iraq to "jump
start" the generators in Baghdad. They've probably now got a bunchy
of power line grid work to do to get that to happen. If the US lost all of
the Grid, and the generators were turned off, getting them back online
would take some time. It's even possible that the generators were sabotaged
(Drop a wrench into it when it's slowing down)? Plus, the people who
understand how the systems work, and the grid is connected have to be
located and brought back into the picture.
Remember how long it took to get the Northeast back on in the 60's? The
generators actually spun down in that as the grid fell.
